    Implementation rules of local phases.

    Article 1. Purpose.

    Create all our own political organizations, at the local level.

    Article 2. Management and authorization.

    All local phases are managed by our national groups, with projects presented, discussed, possibly modified, decided, and voted on by our continental groups, our international groups, and the respective special groups.

    Article 3. Control.

    All local phases are controlled by our national groups, with activities presented, discussed, possibly modified, decided, and voted on by our continental groups, our international groups, and the respective special groups.

    Article 4. Local autonomy.

    Our geographical, territorial, administrative, and electoral subdivisions will all have the same rules, the same methodologies, the same values, the same ideals, the same principles, the same style, the same hierarchies, as all our major organizations, at every level.

    All the right local autonomies will be respected, without ever distorting, and without ever modifying, our rules, and initial methodologies, and the fundamental ones. While respecting all our implementing rules, there may be, based on the needs, additional rules, always authorized, on the basis of projects, by our superior organizations.

    Article 5. Duration.

    The decision to start the local phases is up to each of our national organizations, which will present a detailed project, for each local phase, to be evaluated and approved by the continental and international phases, and by all the respective special groups. The duration will be based on the projects, and may have a development, for as long as necessary.

    Article 6. Development.

    There is only one rule for the development of these activities: always start from the largest subdivisions, and then create, manage and control our own political organizations in every city, neighborhood and, if necessary, every street block.

    Article 7. Activities.

    The activities are those foreseen by our initial, fundamental, and implementing rules of national, continental, and international organizations. All the potential of our system will be used.

    Article 7.1 Types of users.

    As for all other phases, and higher geographical areas, all our registered users with verified and guaranteed identity will be able to carry out these activities, but starting from each of our local organizations, from the higher user types, up to the minimum required to be part of these groups.

    Article 7.2 Work areas.

    As with all other stages, and higher geographic areas, the work areas, in our official website, always start from the community area, invisible to the outside, as far as the higher types of users are concerned. After access to these local groups, of all our official members, who live, or vote, or work, in the groups, at community level, local groups will be created, invisible from the outside, and by those who are not part of it, in our social area. At the right time, decided by our official members, all our registered users, with verified and guaranteed identity, who live, in each geographical, territorial, administrative, and electoral area, of our local organization, will be admitted to the local groups.

    Article 7.3 New users.

    Each of our organizations, starting from the international one, down to the neighborhood one, or, at the street block level, must decide, based on the implementing rules of each of them, which people to accept into their respective groups, and for how long, they must be registered, or for how long they must have had a certain type of user, and also which and how many activities, they must have carried out, but also the minimum number of points that the various users must have, to be admitted into our local organizations. These rules, can be communicated directly to each applicant, or, by publishing them on the public, presentation pages, of each local group.

    Article 7.4 Number of users in local phases.

    In the first local phase, the maximum number of new users, who will be activated, is limited to a maximum of 390625, and will subsequently be increased, based on the various projects. Please take into account the long waiting lists (always favoring invitations, rather than requests without an invitation), and do not activate even a single additional user, to allow everything to be done in an orderly, organized, safe manner, and to welcome in the best way, every single person who joins us. Each country will receive a number of users that can be activated, in fixed percentages, based on the geographical, territorial, administrative, and electoral areas, always trying to cover, in a mandatory way, each geographical area, and always, in proportion to the population of each area.

    Article 7.5 Local groups, activation of new users.

    Each local organization must create its own activation group for new users, consisting of at least 6 people, up to a maximum, recommended but not mandatory, of about 3000 people. Please create a new activation group at each subsequent stage, to add to the existing ones.

    Article 8 Statistics and voting.

    On the day of publication of these implementing rules, we have at international level, 3906 people with the right to vote, at continental level, we have in total, 15625 with the right to vote, at national level, we have 78125 registered users, with verified and guaranteed identity, therefore with the right to vote.

    Article 8.1 Users authorized to vote.

    As these are implementing rules, for our entire organization, at every level, a vote is required from all people with the right to vote, present on our website, with the right to vote, and with a minimum user type, registered user, with verified and guaranteed identity.

    Article 8.2 Voting period.

    Voting began on November 21, 2024 at 00.00 GMT, voting ended on November 26, 2024 at 23.59.59 GMT.

    Article 8.3 Voting methods.

    The vote refers to the entire content, and is voted in the complete, public, open mode, with relative motivations of each individual user.

    Article 8.4 Quorum requirements, and statistics.

    A total of 97656 users, with the right to vote. Minimum of regular votes, necessary, to obtain a majority of those entitled to vote: 48,829. Voters 97652 total 99.9959% of the total of those entitled to vote, in favor 97211 total 99.54% of the total of those entitled to vote, 99.54% of the number of voters, against 441 total votes, 0.45% of the total of those entitled to vote, 0.45% of the number of voters, abstentions 0, annulled votes 0. Approved.

    Article 8.5 Disputes.

    Objections to the special legality group, or to the special security group, according to the implementing rules.

    Article 8.6 Disputes deadline.

    Deadline for any objections: 48 hours from the closing of the vote.

    Article 8.7 Number of disputes and related links.

    No objections.

    Article 8.8 Approval of special groups, and binding opinion, of the guarantor group.

    Approved by all 5 special groups, and by the guarantor group.

    Article 8.9 Final decision.

    It is finally approved. November 28, 2024 at 23:59:59 GMT.
